I think you are correct that the dial has been replaced, it should say “Waterbury”.
Nice clock. I just picked up a similar clock, but I think the dial has been replaced. It has Arabic numerals and an “M” partially obscured by the inner brass ring. The paper label on the back of the clock and the movement both have Waterbury Clock Co on them, shouldn’t the dial too?
